Mom's visa rejected (sister sponsored), different consulate (I am sponsoring)

Hello,
My Mom's visitor visa was rejected at Chennai in Sept 2005 for the reason 214(b) - potential immigrant visa. She was sponsored by my sister who is married and working in US. This time, my Mom and Dad will be appearing for a visa interview together. I will be sponsoring them this time. My Mom was asked during the interview about me and she told the right answer that I am also working in USA. I know that once your visa is rejected, you have to apply at the same consulate.

My question is: Can they apply at a different consulate since it is a different sponsor and even my Dad is applying (there are no dates in Chennai for the next 6 months).
Has anyone been in the same situation. Any other relevant information is appreciated.

Hi!
You cannot choose the consulate you want to apply. It is basically decided based on which state you are from(I mean residence of which state). So if your parents are staying where they used to stay then they have to go to the same consulate. earlier you could go to other Consulates in case of emergency, however now in Chennai itself they have Emergency appts so may be you wouldn't be able to go to other Consulates.

Appt dates at Chennai are open for mid March 06.
