Visitors Visa for my Cousin Brother

Hi,

I'm here working in US in H1B visa. I'm planning to bring my parents here to visit me and places here. My cousin brother is there who lost his parents and has been brought up in our family. He is the one who takes care of my parents there in India. He also wants to visit US with my parents as he is like my own brother. He is unmarried and doesn't have a proper job. Can you please guide me on how to apply Visitor Visa for him?

young, single people are very suspect of being potential immigrants, so he must not apply unless he has a stable well paying job or a student status in a good committed program.
