what type of visa is required for doing business in usa

i am currently on a f1 visa in USA.
i have a brother who is in India and he wants to set up some business over here.
can you please let me know what type of visa he has to apply for and how much time it generally takes to approve??
we have already looked through EB5 visa type and we are not currently in a postilion to invest $500,000 USD so please kindly help me in this matter.
any help will be greatly appreciated.
