Visitor Visa for Niece and Nephew

Hi All,

I am planning to bring my niece (12 yrs) and nephew (9 yrs) for a one month vacation along with my mother. My mother's visa was rejected once and this time I am planning to send my mother, niece and nephew together for B2 visa interview. Are we allowed to do that?

Also, the kids parent don't have any US visa. Can they apply for B2 visa together with their grandparents?
