Reapplying Visitor's Visa

Hello
My Mom Visited US 2 years ago and when she landed here in airport she lost her handbag along with her passport,visa(10 yrs). She took a written complaint from Airport security and based on that she took a duplicate passport and travelled back after her visit.
Recently in may she Reapplied for the visa and She got rejected!Reason for rejection was Revisiting too soon.
Now my mom has an appointment again. Will she get a visa now? Why did they reject it in the first place?

She getting visa this time..I think is the toughest question anyone can answer. Best is to wait for the interview date, prepare her well and hope for the best.
