My brother has a Tourist Visa (B2) and I wish to petition him for greencard

I am an US citizen and have been for a year now.

Is it possible to petition him while he is inside the US so he could stay? also, would he be here illegally or would he have to leave at the end of his I-94?
Would he be eligible for a temp work permit if he stayed?

Looking for some guidance in this matter.

You can petition your brother, but he won't be eligible for a visa slot for 12-23 years, depending on his country.

In the meantime, if he stays here, he has no status, can't work and won't be able to reenter the U.S. very easily if he leaves after being a visa overstay.
