My wife and I are planning for my mom to visit us in the US for approximately 3 months. I can clearly see that proving her "ties to India" may be difficult and I am seeking advice regarding proof that she will return. She is a retired SBI officer drawing a pension from SBI who lives with my unmarried brother. I have one married sister in India who has a child. My mom does not own any fixed property. Since my brothers marriage has not been fixed is obvious to me that it is important for her to return for this purpose, but I am not sure the consular would understand the same. Does anyone know if this type of occasion is enough for the consular? If not, any suggestions would helpful as to ensuring that they understand she will be returning to India.

The best policy is to always present a truthful case. Your mother's situation is marginal (for the purposes of a visitor visa). Therefore she should speak up and explain to the consular officer in a fortright manner why she is visiting the U.S. and what will bring her back to India. You need to prepare her for the interview by drawing up a pool of possible questions and doing mock drills. She should know the details of you two - your visa status, your job, your company, when you came to the U.S., the city of your residence etc. Her answers should be consistent with the information entered in the DS-160 form.
