Can a mother giving birth in USA become a citizen ?

I see that babies who are born in USA become citizens of the USA but what happens to the parents ? are they allowed to stay or do they have to wait until their child can sponsor them a visa ?

You also have to wait till the child is an adult before they can start the process. So looking at a 21 year wait just to start.
