Visitor VISA for my brother

Hi People,

I want to apply for the tourist VISA of my brother. He is elder to me and currently in a Private job. He is married but will be travelling alone.
He has tried once and has been rejected. Will this make an affect in his new application.
He has traveled abroad before but he doesnt earn much.I will be taking care of all his expenses.
He has sister and a brother(me) in US currently on H1B. What are the things that I need to take care of.
What all documents do I need to send him and what are his chances of selection?
Can you please give some suggestions?
