B-2 visa versus VWP

Hello,
Why do nationals of exempt VWP nations get B-2's that are good for often 10yrs and usually 6 month stays, while those from VWP nations, Europe and such, can only enter for 90 days unless granted a B-2?
Is is easy to obtain a B-2 if your from Germany for an extended 6 month stay?

There is no difference whether you are from France, Germany or Japan.

If you want to stay up to 90 days, you can enter on VWP.

If you want to stay longer or extend your stay, you need B2 visa.
