I-94 stamping - Urgent

My mom visited us last year through NY and her passport was stamped for only 3 months despite her having a 10 year multiple entry visa. She is coming again now this year, would there be a problem at the port of entry? She was verbally told she cannot come for another year, but there's nothing stamped on the passport. She has not overstayed her 6 months anytime during last few years she has visited. Any reason that we should be concerned that it will happen again?
Any explanation for why she got only 3 months stamp on her I-94 last time? and hassled at immigration ..
We have already booked her ticket hence the urgency....

If her I-94 was only valid for 3 months last time and according to rules, she must leave US before its expiry unless an extension is granted. If she stayed beyond without approved extension, re entry will be determined by the POE.

this is may be bcoz she has already visited us many times..
but dont book the tickets for more than 3 months bcoz of the poe problems and plzz dont overstay......
