    My mother came to the US on a green card in May 2004. She went back to India in October 2004 and has never been back since (more than 11 years).

    She would like to come to the US this summer just on a tourist visa for a few months to visit her children who are US citizens.

    Should she just apply for a visitor visa in the usual way? Does she need to surrender her green card at the time of the interview? The green card has already expired (expiry date was in June 2014).

    Yes, she can apply for an B2 visa to visit her immediate relative (US citizens) in USA.

    She can also apply for a family based GC, if she wish to stay there longer.
