visa rejected for my sis

The visa officer asked few questions about sponsor. My sister who went along with her young daughter showed the set of sponsor documents. But she was keeping her documents about 'strong ties' with herself since she was told by admin before the interview not to dump all her 'groceries' in front of the officer unless asked. Last question officer asked was her annual income. Then the officer gave 214b as reason for refusal.

Now, my questions are:
1. Do you think my sister should have presented 'strong ties' docs even before officer asked?
2. Is there a way to contact embassy for a second chance without having to get another appointment through online VFS? Paying visa fees is okay.
