Can we get US Visitor visa for my 14 year old nephew? If then how?

My nephew (Sistor's son) is 14 and he badly need to visit me and I also like to get him here for few months just to spend time with me and my family. Could you pls give any advice? My parents are not willing to come so he will be the only traveller. Are there any conditions on getting visitor visa for a minor? What specific reasons should we provide? Any help appreciated. FYI he is currently in Sri Lanka living with both parents
