Visit Visa for pleasure with Wife and kids?

Hi,
My Brother would like to apply for a USA visit visa with his wife and 2 kids. He has a decent job here in UAE. He would like to visit there just because his kids insists on going to Disney world as their cousins went there last year and keep talking about it. His kids are going to school here in UAE. My brother can sponsor his own trip for 15 days or so. He also has a US citizen sister in California. Is it a legitimate enough reason to apply for a visit visa?
His travel history includes visit to Malaysia, Thailand, Singapore with family and Germany/France for Buisness purpose.

Visit visas are for short visits to friends and family, and tourism.
And, the correct terminology is not 'sponsor' as it relates to a visit visa. He'll be 'paying for, or funding' the trip out of his own pocket.
