Chances to get USA multiple entry tourist visa by adult young unmarried Indian woman?

What are the chances of a 20-25 year old unmarried girl from India who has a job and parents in India, getting multiple-entry tourist visa to usa ?

Let's say she plans to get married a year or so down the line, to someone in USA (maybe H1B, maybe GC holder or citizen).

Due to possible delays with waiting period after marriage (like F2A), wouldn't it be beneficial for them to apply for and hopefully obtain a visa before they get engaged or married to a US resident?
That way, if they do get married, they can visit US while GC application is being processed..

You're chances of being approved for even a one time B1/B2 visa are extremely low.
