Can I apply for H4 visa for wife while she is in USA on B2?

Hi,

I am planning to bring my wife to USA on visitor visa as it is difficult to get visa interview dates. Can I apply her H4 visa while she is in USA? Or is there any complication in applying Change of Status from B2 to H4?

You can change her visa status from B2 to H4 but for H4 visa stamping she has to go to India.
