Is it possible to enter US from Philippines while the US visa is issued in Saudi Arabia?

Yes, it doesn't matter if begin your trip to the U.S. from the Philippines, with a visa issued in Saudi. But if leaving from the Philippines with an immigrant or K1 visa, the beneficiary must complete the CFO seminar and get the CFO sticker affixed to her passport if boarding a plane in Manila to the U.S.
