Trying for my second time

I applied for a visitors visa about a year ago and I was rejected. I am now in the process of applying again. I had a few questions I needed help with. Last time when I went to the interview I had brought all my supporting documents with me. When my name was called for the interview I was not asked any questions or had the opportunity the give them my supporting documents. I was told my request for visa had been rejected.

What can I do differently this time around to at least get a chance to speak and submit my supporting documents? It just feels like I am wasting my money if they don't even give me a chance to speak and submit my documents. The online form doesn't have any place for me to add any information so I am at a loss here.
