Hi, I am getting married on March 2, 2017 and my would be is in Florida on H-1B visa. We would be registering the marriage only after March 2 and hence the appointment would be scheduled after 3 months from then. To avoid this case, can I apply for visitors visa based on my blood brother's H-1B visa (petition approved, yet to be stamped). Can I later convert it to H4 visa from US itself? Otherwise how long would would it take for the procedure to convert the same after coming to India.

You can apply for visitor's visa but presuming you are a young person the risk of denial is high. You can't convert a visitor's visa to H-4 both are two separate things.
