1. Tourist visas are rejected for immigrant intent many times. If so, it will impact F1 visa as well. Better not apply for tourist visa.

I also have to mention it also works in her favor if she gets the B1/B2 visa and returns back on time from the US for her F1.

Likelihood of approval of a tourist visa for her age is less .

Tourist visa rejection should not impact on F1 visa.

As B1/B2 visa denied many times so as per my suggestion not to apply for visitor visa.
