Can one apply for a b2 visa without any immediate plans to travel?
Also after being granted a single entry b2 visa and it was properly utilised and not misused is it easier to get a multiple entry the next time?

1. Yes but it's better to make travel plan first and then apply for visa.
2. Depends on various criteria. Difficult to say yes or no a this time. Sometime you get multiple entry visa first time only.
