My b1/b2 renew visa was refused due to unpaid the hospital bill of my child birth

HI GUYS

I have a question is that yesterday i went to the USA embassy to renew my B1/B2 visa but the refused my visa due to unpaid the hospital bill of my child birth.I did not paid the hospital bill of my baby delivery.But when i went to the embassy and officer said me that you did not paid the hospital bill and this is illegal and we refused your visa.So any one can help me how can i solved this matter and satisfied to the officer to renew my visa again.??
