Visa for only 3 months

I applied for a visa expecting that I'll be given a 3 yr visa because I'm Russian and they normally give us 3 yr visas but today I got my passport back and I was only given a 3 month visa. Does anyone know why could this happen? Is it common?

I'm really confused so any help's highly appreciated.
