Letter about visa denial

Hello, I was recently refused a b1/b2 visa and for legal purposes, I need an official letter from the US Embassy or the Department of State that a visa for refused. I do not want reasons for refusal on the letter, I just want an official letter saying visa was refused. Can someone please tell me where to get it? The Embassy consular officer rejected to give such a letter.

There is no procedure to get such letter.
