B1/B2 Visa renewal with still valid time

hi,

My parents visa is in B1/B2 visa category, it has expiry date of April 2018. I wanted to know if they are eligible for visa interview waiver program? The links are bit confusing, so wanted to get confirmation from someone who went through the dropbox facility.
