Does consulate keep copies of visitor docs?

During the interview the documents that the visitor shows the VO like sanction of leave from employer, copies of paystubs, copies of property documents etc., are they retained by the consulate OR do they make photocopies/scan them and return them to visitor OR they just see and return them without photocopying/scanning?
