Is it true that I can get the B1/B2 visa denial details from NVC?

I have been researching on the NVC website to see if I can get the B1/B2 visa denial details from NVC. I saw someone online was sharing her experience on her denial B visa in China and she received a ten pages of detailed information(a report) why she was rejected for her previous visa application. It looks good because the report can really help her prepare for the next application.

If anyone knows this report does exist, please share it with me. I am really curious.
