Spouse denied of F2 visa 3 times need advice on B2

I am a graduate student on F1 visa but I tried to bring my wife to the US on F2 but was denied 3 times. My question is that can we try B2 visa and state that I am the one inviting her to stay with me temporarily. Or can I use a close relative who lives here to invite her. Which one would be a stronger option?

you can always try, however keep in mind that the likely hood of being approved for a visa not only depends on the VO, but also records of other visa attempts. if she's been denied for an F2 three times, I'd recommend giving it some time before applying for a B2. Best of Luck!
