Advice on B2 after 3times denial of F2 visa

I am a graduate student trying to bring my wife on F2 but she has been denied 3times. I am considering trying B2 visa for her. Can i indicate that i am the one inviting her? or should i use my sister whom I am living with? Which of the option would make a stronger application?

Please provide more details about why you think her F2 is denied. Most likely if F2 is denied 3 times, her B2 will also be denied.

In B2 visa - you'll need to mention if you have an immediate relative in USA - which she cannot lie & need to provide your details.

This will show dual intent for her to visit & stay in USA with her husband.

Better to analyze reason for F2 denial & if needed hire an attorney.
