B2 Visa Scheduling Interview in advance

I am planning to travel canada and USA on Sep 13, 2018. I have started my visa process on June 15 itself but as my visa application from canadian embassy was delayed and finally got approval message yesterday. Now i was really wondering if i can obtain usa B2(tourist) visa also before my travel date(Sep 13). As i see in the interview wait time for visitor visa in "Chennai, India" consulate is just 18 days and still i have 35 days for my trip... i was thinking of trying for usa visa too. But the problem is i just sent my passport to canada embassy for stamping process which probably takes 5 - 10 working days for me to get it back...

My question is...

* Can i go ahead and schedule interview for biometrics and consulate dates to be on Aug 29 & Aug 30 ? as i believe my passport will come back from canada embassy by that time! Or it is better i have to wait until my passport come back from canada embassy ?
* If i attend visa interview on Aug 30 and if embassy decide to give me a visa... will i get my visa stamped and given to me before Sep 13 ? I can stay in chennai and collect it as soon as they give !
* In case if i get my passport delayed from canada embassy will they accept me to reschedule it further ? Meaning how close i can keep reschedule my application to future dates ?
* What is the later most date i can attend interview to get visa stamped before Sep 13 ?

Kindly advise. I hope they may give me a visa as i got my canadian visa approved. so am really eager to get usa visa too.

If you think, you'll get your passport back from Canada embassy by that time - go ahead & schedule USA visa interview.

Thank you so much for your answers I got my passport back from Canadian embassy with 10 year valid tourist visa for Canada.

Now to begin usa visa process i have filled DS 160 form and got the confirmation page printed. I also have created a profile at https://cgifederal.secure.force.com and started doing the steps to schedule interview... when it comes to the payment page i clicked on NEFT and as per their instructions shown there i paid the visa fees from my bank account to the unique benificiary account number they shown on my screen.

Now i am bit confused as the page is asking for a "Receipt Number" which am not sure what to enter to go to next page ! i also see a instruction that i need to wait 2 working days for interview if i made payment via NEFT. Am not sure if they mean i need to wait 2 days for my receipt number ? or interview ? Can you help me what is the next step ?

Is this "Receipt Number" will be emailed by them to the email address i mentioned in my application ? or is there anything else i have to enter there and proceed to next steps ?

The receipt number is part of the unique bank account number - where you transferred the money.

I am not sure about the exact formula, but please try removing few characters from the beginning or end of the account number to get your receipt number.
