can i cancel the appiontment second time and take new one?

can i take appiontment for second time..i want appiontment in telugu..i did see any more in telugu.how many times i have the chance to cancel .
please help me..
if in the counsalate if they ask, can they provide translater?
some people are saying there is no problem with this.is this correct?

i didn't understand wether i can cancel and take appiontment .because it's telling u can cancel maxmium 2 times.so that i have one more chance to cancel and take appiontment because i canceled once.please help me with yes/no type..i got confused.
