B1/B2 -only Ds156 is genearted

Hi,
I am trying to fill my mother interview datials thru vfs-usa.co.in.
But it is only genearatin DS156 and going for the interview date. There is no DS157 get genearted. While when i applied for me on H1, 1 yr ago,ds156 and 157 was genearated.
Is somethinmg wrong with my application.

Is she above 55 years old ? Then DS-157 is not needed.
