Hello, My niece (presently on greencard) who got married to a US citizen a few years back wants to invite me to US for tourism purpose. My niece has lower income than her husband, then in this case who can be the best sponsor for myself? My niece or her husband?

Sir,
Are you financially very well off to afford the trip yourself? If yes, avoid the sponsorship. People who spend their own money have a better chance at the visa. This will be more so in a niece-uncle relationship where sponsorship is considered less 'natural' than in a child-parent relationship.
Just ask her to send an invitation letter and a copy of her visa status.
But be advised that you must be able to show strong family and occupational ties in India.
