cancelled visa issuance fee? help!!

Hi everybody,
Today my dad and mom went for their visitor's visa in chennai and my mom says that the VO said 'approved' and took their passports and told them to look for it in the courier......but nobody asked for any fees to be paid after that or took the DDs for 2,400 Rs each that they had got!!
Is there some change in the rules and visa issuance fee is no more charged or did my parents forget to submit their DDs......any reply will be gratefully appreciated...thanks

Yes.

Effective Nov 8, there is no visa issuance fee for Indians.
