How to prepare for second attempt?

My Parents had visa interview on 27th Nov, 2006 and got rejected.

The rejection came as soon as the officer came to know that I ( their daughter) is a green card holder here in the US. My husband is US citizen. Whta are the chances that they will not be rejected the second time? These officers don't even ask for any papers to prove that they will be going back to India after visiting US....
Please help.
