Wife has pending E3 and would like to apply her a B2 while waiting

Thank you for this forum. I am an immigrant living here in the U.S. and my wife has a pending E3 and she is still in our home country. We have been waiting for a long time and very eager to apply her a B2/Tourist visa while waiting for her E3 to be current. Is it in our best interest to go ahead and apply? I am worried that the US Consulate in our country may approve her Tourist visa but by the time that they are ready to process her E3 it may messed up the processing. Or worst, they may deny her approval. Do anyone have or know someone who has a similar case like ours? Are there any VISA alternatives that we could specify when we apply just for her to get here with me?

It would be very difficult to get tourist visa if any other immigrant visa petition is already pending.
