After 1997, if you overstay for more than 1 year, you are barred from entering US for 10 years on any kind of visa. There may be waivers available for this, but you must research the internet or contact an attorney.

Merely changing your passport won't change anything. You will have to give info about your past visits to US on the application form, and if you lie,
they will track you down with your date of birth and name. They have extensive cross checks these days, so I strongly advise you not to lie.
If they catch you for fraud , you will become permanently ineligible for
    entry to US.

I suggest you research the internet or contact an attorney for
a waiver of the entry bar. If you can get a waiver , you can apply for an H-1
    with the waiver.
