Visa Interview - Age Exemption

I'm sponsoring my in-laws,aged 59 and 70,will they have to appear for the visa interview or is there an an exemption based on age.If it exempted can somebody advise me what documents are required from their side to present to the embassy (by Post).

Everyone up to 79 years of age need to attend personal interview.

I have another question - whether DS-157 needs to be filled by everybody or is it exempted for ppl above the age of 70??
