Well you need to prepare your mom well for the interview. Since she is planning to go alone this time, you can expect the following questions from the VO.
1. Why is your husband not accompanying you?
2. If she says that he is going to start a business, then their immediate question would be why suddenly? since it has only been 2 months before their first interview where they made no mention of it. There needs to be concreate proof that your Dad is indeed starting a business. A verbal say WILL NOT convince the VO and would only increase the chances of rejection.
3. Rejection under 214(b) "potential immigrant clause" is a very general category, most people think they got rejected bcos they DID NOT establish ties to home country. But there are other cases where the applicant has demonstrated ties but got rejected because the VO WAS NOT convinced that this applicant WILL ONLY engage in activities that are consistent with the intention of VISA. i.e WORKING illegally, baby-sitting etc in visitor visa. So when your mom goes for the interview, not only does she need to establish ties, but also convince the VO that she is ONLY going to visit her daughter and new-born son AND NOT ENGAGE in baby-sitting. Most VOs know that OLD-PARENTS (55+) come back, so it is the latter part of which they have to demonstrate to the VO.
4. You need to presume that VOs are MUCH SMARTER THAN the general population. They listen to hundred's of stories everyday AND THEY KNOW WHAT's IN THE APPLICANT's MIND. There might also be VOs who are reading these public forums.
I am NOT WRITING this to discourage you, but make yourself aware of the circumstances. Anyway good luck on the visa.

Thankyou for your assistance and I am definitely not discouraged. I don't have any kids yet so there is no need to mention of any. My mom is coming here only to visit me and that's all. I will make sure she gets some papers for my dad's new business if it works out before she goes for the interview so that it can be proved.
Thanks again.
