Mom's visitors visa

Hi,

My Mom's visitor visa was rejected back in sep-2006 on 214(B). And again on May'22 2007, she has got the interview in telugu at Chennai's consulate.

Is it required to write a "reapply letter (as per the format in immihelp)" to consulate or not. Can anyone please let me know.
