B2 visa from Phillippines

A US citizen couple is in process of adopting a baby from the Phillippines. The baby has been placed in the legal custody of a woman from the Phillippines. Because the adoption process will take so long, is it possible for that woman and the baby to get B2 visas so that they can come to the US to allow the adoptive parents to see the baby while the adoption process is ongoing?
