Question related to applicant's income

Thanks in advance for reading this.

How do we handle the situations where applicants have income that is not reported in Income Tax returns.? This income is from tuitions and rental of residential property.
Is there a way to declare this income to the VO?

Income you have not declared in your tax returns is black money as you didn't pay tax on that.

There is no way to show that as your income.
