What to do to bring a spouse over

Hi, i've been in the country for over 5 years, i have a greencard on parolee. My wife is still in Russia, i wanted to know what to apply for to get her here as soon as possible, even with tourist visa. I have not apply for her yet, so where do i start first? I need the fastest way possible. Thanks!
