Need info for brother applying for tourist visa

I am a naturalized US citizen and my parents just received their immgrant visa stamp from the US consulate. They plan to be here in the next four months. Meanwhile my brother wants to visit us for a month with no intention of staying here. He owns his own business with a steady income, couple of properties and enough funds to sponsor his own trip.

We have some questions filling up his forms:

1. DS-156 Line 37: Are any of the following persons in the US or do they have US legal permanent residence or US citizenship?
Obviously, he is listing his sibling (me) as a US citizen. Does he need to also list our parents, even though they have only got the immigrant visa stamp on their passports, but are technically not US permanent residents until they arrive here?

2. Is it a bad timing for him to be applying for a visitor visa when the parents have just got the immigrant visa?

3. DS-157 Line 18: Have you made specific Travel Arrangements?
Should he list the tentative itinerary here, even though the tickets are not yet confirmed (pending the Visa decision)?

4. Does he need a letter from me addressed to US consulate listing his ties to India, my intention to partially host him during his stay in US and his intention to return in four weeks?
