Urgent: IS there a 90 day rule to re-enter USA after visiting

Is there any thing like a 90 day rule (or any time period) for which the visitor has to stay outsite the USA before they can re-enter?

One of my friends was mentioning that if one leaves USA today, they have to be outisde the USA for atleast 90 days before whcih they can re-enter.
