    About 6 months back my fathers B2 application was rejected (214b). He could not understand/ hear the officers first question even after she repeated it twice and it was rejected.

    I have 2 questions
    1. There is no stamp of application received anywhere in the passport. However I have given the details of rejection in DS 156. Will that create a confusion?

    2. I believe one has to demonstrate how the circumstances have changed since the last rejection. This time we have taken an interpretor for the interview. Is that a valid change in circumstance? Also last time my father was a self sponsored candidate.... but this time around we have all the sponsorship papers..... will these be considered as valid change in coircumstance... or do the officers look for something else?

    1.- There may not be a stamp on his passport, but it is on "the system" with the embassy/consulate. It should not cause any problem (only if you lie about it, then it would be one).

    2.- Having an interpreter should help and being sponsored, well, that is different. I believe your dad MUST sponsor himself. Otherwise all that is being proven is that there is someone in the US who would pay for your dad... pretty much make it confortable for him to stay there illegally and what not.

      so are you saying that since he was self sponsored last time, he should do that this time as well?

      Actually last time we had just come in to the US and did not have the sponsorship documents like last few months bank statements etc. That was the reason he went as self sponsored..... and I feel one reason for his rejection could be that ...... may be the visa officer felt that a 70 year old person going to US on a self sponsorship may look for illegal means of employment. Even though he has very strong ties to India( daughter, property , pension everything is in India), he got rejected. that is the reason I have got all sponsorship documents ready this time.

      DO you still feel that he shd go as self sponsored? If yes, what about my mother? SHe is applying for the first time and has no rejection.

        If he has the means to self sponsor himself. then Yes.

        But even then, he can have an invitation letter from whoever he is visiting in the US. Even offering to cover his expenses.

        But, showing that your dad is not a poor man in India moving to US to look for a job, or to be supported by someone else is important.
