One of my friend travelled to US with B2 visa in 2005. During her visit, she traveled US a lot. In the meantime, she serves as "visiting observe" volunteer for a period of time at a hospital. All she did was attending conference and did not receive any income.
She did leave US on time without filing any extension and change for visa status to USCIS. However, when she applied another visa one year later and talked about this to the officer, she got rejected and was told that she broke the rules the first time.
Is it allowed for B2 visa holder to do this? How can she convince the officer to get the visa?
