Changing from B2 to student; any experiences?

My cousin is in US on a B2 status. He does NOT have a PROSPECTIVE STUDENT annotation on his visa; Is it still possible to change status to student?
How long will it take?

I believe the rules for this changed recently and he should have informed the officer at the POE of his intent to find a school, otherwise his COS will be denied.
