B-2 visa from France

I will be applying for a B2 Visa from france and i read on the US govt. website that
"Indian passport holders applying for visas outside India should obtain a statement from their local embassy or consulate confirming they have no criminal record"
is this really required? I have been trying to call the indian embassy all day but as usual no one answers the phone!!

thank u for your reply, I finally did get thru to the embassy and apparently the attestation is required, the embassy takes a MINIMUM of 1 month to get the attestation done, apparently the Ministry of external affairs in Delhi has to stamp it for it to be valid and the Embassy charges 30€ for it!!

So if anyone is planning to apply for a US Visa from outside of India maybe this will help.

However if anybody has already applied for a Visa anywhere in Europe without this attestation and the visa was issued pls do let me know, save me a lot of time.
